A new legislative change is making it easier for physicians to bill for patient care related to motor vehicle accidents. The legislation, known as Bill 21, amends parts of the Insurance Vehicle Act (IVA), including ending ICBC's reimbursement to the Ministry of Health for costs of health services related to motor vehicle accidents (MVAs).
The changes will not impact the payments physicians receive for completing ICBC Reports. Instead, the following billing updates are intended to simplify the process for physicians who bill under the Longitudinal Family Physician (LFP) Payment Model and fee-for-service (FFS).

LFP changes
As of February 23, 2026, MVA-related care is now billable under the LFP payment model, allowing physicians working under LFP to bill for this care using LFP time and interaction codes. This includes visits, procedures, and consultations. This update in the payment schedule aligns MVA-related care with other services covered under MSP.
Fee-For-Service changes
Physicians who bill under FFS for medically necessary care related to MVAs will now bill MSP directly, effective February 28, 2026. They will also see minimal changes when submitting MVA-related claims and can continue to submit them directly to MSP without needing to indicate ICBC as the payer on the claim form.
In addition, fee code 13075 has been removed, effective February 28, 2026, and the Family Medicine and General Preamble sections of the Fee Guide have been updated to align with the new legislation, which took effect recently.
What’s staying the same
The above updates will streamline the process for physicians billing for care related to MVAs, but some items remain unchanged since the introduction of Bill 21.
- Physicians working under both FFS and LFP can continue billing ICBC directly for physician reports through the existing pathways. The amendments do not affect the current fees associated with ICBC Reports.
- Care connected to work-related MVAs must be billed to WorkSafeBC for both LFP and FFS physicians.
