Getting started
Access the Provincial Attachment System
- Visit the PAS login page.
- The Ministry of Health’s PAS webpage has information on how to create your BC Provider Account via OneHealthID, how to log into PAS, how to authenticate your information through the Microsoft Authenticator App, and more.
- The directory of knowledge resources is available in the PCN toolkit and the PAS. It provides an overview of resources available to family physicians and their staff such as:

Delegate responsibilities in the PAS (optional)
- Review the steps required for licensed users (family physician or nurse practitioner) to endorse unlicensed users (clinic manager or MOA). This is a required step to allow unlicensed users to access the PAS. Watch the Complete endorsements to access PAS video.

Maintaining your panels
Clean up your patient panel
- In your EMR, maintain an accurate list of patients where you are providing longitudinal care. For these patients, you are identified as the most responsible physician (MRP) and their status is active.

Adding patients to PAS
To add a patient to your panel in PAS, submit a $0 bill through your EMR which includes:
- Service code: 98990
- ICD-9 code: 780
- Location code: (most likely L-Longitudinal Primary Care Practice)
- Facility #: (clinic’s facility #)
- Note: only patients with active BC MSP coverage can be added to your panel in PAS.
To add an entire panel to PAS using bulk claiming functionality in your EMR or a third-party billing system:
- Visit the EMR resources for panel clean up/submission webpage.
- Note: Bulk submission is a one-time option for physicians who do not have a panel in PAS.
Review patients in your PAS panel
It is important to review patients in your panel who have a Pending, Not the MRP, or Deceased status.

EMR and PAS panel reconciliation
- EMR and PAS panel reconciliation uses a spreadsheet template to compare your EMR panel to your PAS patient list using the PHN as the identifier.
- It highlights patients that need investigating:
- Patients in your EMR panel and not in your PAS patient list
- Patients in your PAS patient list and not in your EMR panel
- Patients that match in your EMR panel and PAS patient list, and do not have a ‘Confirmed’ status in PAS

Patients without a clinic in PAS
- In the PAS, review the "Patients Without a Clinic" tab under "My Clinics & Panels" and move these patients into the appropriate clinic under the "My Clinics" tab. If you don’t see the clinic listed, ask your clinic’s Medical Director to add you as a provider in the Clinic & Provider Registry in the PAS.
- Why a patient might appear under the tab "Patients Without A Clinic":
- Because the 98990 zero-dollar code may not have been submitted to MSP with the correct Facility ID.
- If you are sure the correct Facility ID was submitted, you may not be added to that clinic as a provider in the PAS Clinic & Provider Registry. Please log in to PAS and check which clinics appear under the My Clinics tab.
Managing panel capacity in PAS
Update your panel capacity in PAS
- Identify the number of new patients you can accept each month.
- Identify the total number of patients you want on your panel.

Attaching new patients
Update your panel capacity in PAS
- You can identify the number of new patients you can accept each month in PAS.
- See the infographic on how to update and manage panel capacity in PAS.
Connect with an attachment coordinator in your area
- Attachment coordinators in every Primary Care Network community in BC match Health Connect Registry registrants with family physicians/nurse practitioners who have identified capacity to attach new patients.
- To connect with the attachment coordinator in your area, contact your local Division of Family Practice.

Review list of possible patients in PAS
- See the Attachment Prioritization infographic for an overview of how patient attachment priority is assigned in the Health Connect Registry (HCR).
- Review patient lists sent by attachment coordinators in PAS (PAS Clinic Selection).
- Physicians can continue to accept patients who are not on the Health Connect Registry. The goal is to attach as many patients as possible.
- Invite to intake: Clinic books intake appointment with patient (PAS Clinic Intake).
- Patient and family physician intake: Patient and family physician meet and decide mutually if this is a match.
Add new patients to your panel list
- Mark patient as Attached in PAS or add new patient with the $0 attachment code 98990.
- Add the patient to your panel list in your EMR.
