Doctors of BC recently presented physician-informed recommendations on ICBC’s Enhanced Care Model to the provincial government as part of its consultation process to assess the model’s performance and identify opportunities to strengthen it.
The presentation to the Select Standing Committee followed our formal written submission to the government in July and provided another opportunity to bring physicians’ experiences and perspectives directly into the review. This work was informed by the ICBC Liaison Working Group, which includes physician members, and is governed by a Co-Chair from both ICBC and Doctors of BC. The group supports an effective collaborative relationship between Doctors of BC and ICBC.
Physicians across BC play a critical role in the care and recovery of patients injured in motor vehicle accidents, and their feedback is essential to ensuring Enhanced Care works effectively for both doctors and patients.
Our recommendations
Drawing on member feedback and experience with Enhanced Care since its introduction in 2021, Doctors of BC presented four recommendations to the Committee:
- Amend the Enhanced Accident Benefits Regulation to include reporting options for specialists and fair compensation for this work.
- Consider redefining the purpose and scope of the Comprehensive Medical Assessment in accordance with the Enhanced Accident Benefits Regulation.
- Amend the Enhanced Accident Benefits Regulation to include physician communication services that support timely verbal and written communication among family physicians, specialists, and ICBC.
- Review and reconsider the definition of a catastrophic injury under the Permanent Injury Regulation.

These recommendations are grounded in what members have told us about their experiences with Enhanced Care. In 2024, we proactively commissioned a third-party review of the model through a physician lens, identifying what was working well, systemic challenges, and opportunities for improvement. The review included physicians from a range of practice types, regions, and stages of practice.
Continued collaboration
The Enhanced Care work is just one example of how the long-standing collaborative relationship between Doctors of BC and ICBC has led to positive developments for physicians and patients alike. Successes in other areas include increases in specific ICBC-related physician fees that took effect in 2025.
We will continue working with ICBC and the government to ensure physicians’ experiences inform the ongoing evolution of Enhanced Care, helping the model support patients and physicians while remaining sustainable.
