The Provincial Attachment System (PAS), announced by the BC government and Doctors of BC, is designed to provide a coordinated and seamless approach to connecting patients who do not have a family doctor with physicians who are able to take on new patients. It is another step in our journey to revitalize and strengthen family medicine. Learn more about the steps to access the PAS in this infographic.
As part of the PAS, LFP Physicians billing under the LFP Payment Model have committed to submitting a list of empanelled patients to MSP Teleplan by October 31, 2023 or within three months of enrolment, whichever is later. If you haven't already, to ensure that we maintain a consistent volume of submissions and remain within MSP Teleplan’s system capacity, we ask that you clean up your panels as soon as possible, and then register to upload your list in you are using your own EMR. For more information on panel submissions, read our recent LFP Payment Model newsletter. Providers who already submitted their panels before late August will be able to see them in the Panel Registry in the PAS. Moving forward, physicians who submit their panel should expect it to populate in the PAS roughly 4-6 weeks later.
Update on the PAS payment
As part of the PAS, physicians and medical directors will receive payment for completing the required work.
For the Panel Registry, LFP Physicians will receive $6,500 to:
Indicate capacity if you are accepting new patients.
Confirm clinic information entered by the medical director.
Submit your patient panel through your EMR or Dr.Bill by October 31, 2023, or within three months of enrolling in the LFP Payment Model, whichever is later. Guides and resources to help with panel clean up can be found on the Health Technology Resources webpage.
Commit to add or remove patients as your panel changes. This process for updating panel data is still being determined and will be communicated as soon as possible.
There is an expectation that panel information will be updated as patients are added or leave your practice. You can find more information on how to update your panel in the "Updating Panel Lists" section of this webpage.
Medical directors will receive $2,000 per clinic providing longitudinal family practice services. Medical directors receive the payment on behalf of the clinic and are expected to distribute payment to clinic physicians/staff based on internal arrangements. To receive payment, medical directors (or delegated staff) are required to:
Validate and/or update the information that has been pre-populated for your clinic (by October 31, 2023).
Commit to maintaining up-to-date information (after October 31, 2023 for LFP Physicians).
